This is a hinged manhole cover that depicts the symbol of the city surrounded city's flower, the "Cosmos" (a plant in the sunflower family). The upper two-thirds of the surrounding border features a polka dot-like pattern set against a blue backdrop, whilst the words "Yukuhashi and "Osui (sewage)" are written in lower third.
